Take the easy way
Look at http://jasperforge.org/sf/projects/jasperreports
Don't know if it is able to read html and convert to pdf, but it is a very easy and userfriendly report tool.

The input is flexible, I could give it a URL or pass it the HTML directly. The output is equally flexible in that I could accept the raw output or a filename where the output is stored.

It doesn't matter if it's free or commercial as long as the price is not astronomical and the results look decent.
