The best documentation about building reusable components that I've been able to find is the old WebObjects Developer's Guide written prior to WO 5.  Despite its programming examples being in Objective-C rather than in Java, its concepts are still valid.  It discusses the carat notation at <http://developer.apple.com/documentation/LegacyTechnologies/WebObjects/WebObjects_4.5/System/Documentation/Developer/WebObjects/DevGuide/ReusableComponents5.html>.  Reading the entire "Creating Reusable Components" section is probably worth a few minutes of your time.  I have reread it several times to refresh my memory when designing a new reusable component.
