That's the technical way, but it is also a legal one ?

What is the latest version of WO available for Windows OS (like XP/ Vista?)?

WO's 'official' support for development of Windows (and Solaris, for that matter) ended with 5.2.4. From 5.3+ the frameworks are bundled with the Xcode Development Tools installer for Mac OS X. WO 5.4 was released with Leopard, for example.

Deployment to other platforms is not a problem. Development on other platforms is not a problem afaik. See the following for example:

Where does one obtain it and how much would it cost?

It comes free with Mac OS X. So you're up for a Mac OS X licence.

You can also download the .dmg (disk image) of the Xcode tools from Apple Developer Connection (you need to sign up for a free membership). Inside the .dmg is .pkg package containing WebObjects. Then you are in for some fun:

Finally, you will need to "install" it manually on Windows. Not easy, not fun, but it can be done. Myself, I'd buy a Mac. :-)

What is the cost of deploying a WO website as opposed to a PHP/ROR website? (on a third party web site hosting service)?

Same as any Java server deployments. You'd have to google for that, but they're usually not as cheap as php/ror as far as I've seen.

Are there any alternatives available out there for people who wish to use EOModeler (as opposed to hibernate etc.)?

Cayenne (similar concepts to EOF) has its own modeler. It is also Java.

Ideally I am looking for something with the low deployment cost of PHP+ EOModeler's ease.

If you want cheap and OOP together, then ROR is a good choice. But there's no modeler for that - but other nicities.
