Yes. WebObjects Builder / WOBuilder has also been dropped.

the latest version of Xcode and in fact WebObjects applications can
now be developed using Xcode?
No, Xcode no longer supports creating new WO projects. The OS X only
tools (specifically the ones that depended on the Java Bridge and Obj-
C EOF) have been dropped. The recommended toolset is Eclipse with
the excellent WOLips plugin:

Apple is also sponsoring a standalone version of the Entity Modeler
(replacement for EOModeler) from WOLips that helps those who don't /
won't use Eclipse. Continuing to use Xcode for WO development is
probably technically possible, but you will be fighting an uphill
battle.
