Yes. Buy a copy of Mac OS X, containing the WO-version you want.
You need one per developer seat.

You can also download the .dmg (disk image) of the Xcode tools
from Apple Developer Connection (you need to sign up for a free
membership). Inside the .dmg is .pkg package containing
WebObjects. Then you are in for some fun:

Finally, you will need to "install" it manually on Windows.
This is not legal if you don't own a Mac OS X copy for that
developer seat.
