This is a split install. In a proper deployment, your WebServerResources are deployed into the /Library/WebServer/Documents/ WebObjects/YourApp.woa/Contents/WebServerResources and .../Frameworks/ YourFramework.framework/WebServerResources and server by Apache directly instead of by your WO app.
