Yes, that location for frameworks was eliminated in the newest version of WOLips. All frameworks should now be located in APPNAME/ WEB-INF/AppName.woa/Contents/Frameworks.

Q pointed out that it is actually supposed to be Contents/Library/ Frameworks and you get a little bit for free, so this MIGHT be going back at some point ... But for now, it's OK.
