There is an exact parallel failure with

   <wo:WOHyperlink href = ""http://www.apple.com">http://www.apple.com" />

<com.webobjects.appserver._private.WOComponentRequestHandler>:

Caused by: com.webobjects.appserver._private.WODynamicElementCreationException:

    'action' or 'href' or 'pageName' or 'directActionName' or 'actionClass'
