The behavior of the adaptor logging was changed in WO 5.4.

The log file is created in /Library/WebObjects/Log by default. This is also the default if you deploy an application with Monitor. This change was made so that you can now view WO logs with the console application :).
To enable the logs you need to create the "/tmp/logWebObjects" file AND restart Apache (you will need admin privileges to do this). This change was made for security reason.

I had to touch the actual logfile and "/tmp/logWebObjects" (the second as root) to get any output. Is that a security thing or what reasoning is behind touching the second file?

I have never had to do anything other than sudo touch /tmp/logWebObjects.  But that is on 5.3.
