css and WOLips help

I am new to external css files... I am still testing,
or rather I am testing my patience to get this to
work... If I have this line in my <head> area:

<link href="thejobstyle.css"   rel="stylesheet"
type="text/css" />


Where does the file thejobstyle.css need to live. Do I
need to put in into a package or folder? Can I specify
the path? I have tried:

<link href="/thejobstyle.css"   rel="stylesheet"
type="text/css" />

hoping that I could put it into the top level of the
project... What path should I use?
