WOOpenURL is not included in Leopard anymore.

Hint from David LeBer:

sudo mkdir /System/Library/WebObjects/Executables // I think you need to do this
sudo ln -s /usr/bin/open /System/Library/WebObjects/Executables/ WOOpenURL
