I think you want Edit/Refactor/Format, assuming you have the component
open in Mike's component editor - it's beautiful!

I have thousands of components that come from WOBuilder that have no
line endings (and I don't want to edit them all), and hundreds of
email templates that only have line endings at the ends of
paragraphs (and I want them to stay that way) and it is a huge pain
to use Eclipse to edit them. Select-dragging across text when the
window is scrolled right causes the whole window to scroll back to
the beginning of the line if you go up or down a few pixels.
Dragging the selected text to the left causes the window to scroll
to the left so you can never get to your target.
Can someone please tell me how I can make text wrap to the window
width in Eclipse? Surely I'm not the only person who wants to do this?

But if you want to "show gutter", in eclipse go to:
Eclipse > Preferences > General > Editors> Text Editors > Show
Print Margin
Or in the search box of preference, type "margin".
You can also use the code formatter with this limit.
