Hello Lachlan;
Recently when New Zealand updated its timezone, I was able to avoid
updating WO's data because my framework's formatters don't use or
subclass from NSTimeZone or NSTimestampFormatter. Aside from this, I
needed to update platform and java timezone information and I made
some notes about this here that might be helpful;

The ICU data is a bit more tricky to update, but somebody locally did
a binary updater for this.

Granted the java system itself needs its zoneinfo updating also, as
SimpleDateFormatter also gets it wrong on that box, but I'm not sure
how the two relate (i.e., if one takes precedence). Any ideas? If I
can at least get the NS* working as expected I can handle that until
the java system itself is corrected.
