From my understanding all the WO build scripts are still included in
the distribution, and _should_ still work for your legacy
applications, but I'd find a way to test that before actually doing
away with your existing setup.
With that said, I haven't checked myself. I took the hit to migrate
to WOLips. It wasn't nearly as painful as I expected, and while that
isn't exactly a ringing endorsement of the process, I do have to say
that there were a lot of people very willing to help me.
My suggestion: pick one of your projects an just try to migrate it to
WOLips and see how that goes. I think it will go smoother than you
expect, and WOLips has come a _long_ way in the last year in terms of
becoming easier to understand and use. WOLips' Entity Modeler simply
blows away EOModeler in terms of power, validation and ease of use.

XCode does not have any undeprecated tools for WebObjects.
WebObjects is simply released as part of the developer tools package.
