Not everything. When you switch network environments, Subversive sometimes hangs for a LONG time on the next SVN action here.

FWIW I haven't seen that happen. Are you sure it's not something else cause it?
e.g., Mac OS X itself hangs stuff for a while if you had a network volume mounted, put your machine to sleep and wake it up on another network.
