hmmm, odd because on my machine when I downloaded the xcode bundle that came with webobjects 5.4.2 it put the frameworks in /Developer/webobjects directory. Also, some frameworks are in /Library/Frameworks and there is a /Library/WebObjects directory on my machine too. The other one (where I'm trying to install webobjects now) only has the webobjects directory under /Developer but only webservice assistant is there.
I'm confused.

Did you look into /Library/Frameworks? The frameworks should be there, NOT in /Developer
