I'm not certain if that property has any effect at all actually. Mike may have an idea. Perhaps it's a work-in-progress?

But no javadoc appears when I select anything classes in WO.

The normal Eclipse thing to do is to go, for example, to your project's build path expand a library and edit the javadoc location there - but I see that this is uneditable for WO libraries.
This is actually a regression that shows up like every 3 months. I don't actually use the javadoc in Eclipse, so I don't ever notice it. This is supposed to work, though, so I would file a bug.
