Apache 2 and Apache 1.3 are completely separate.

WO uses the default Apache 1.3 on Tiger unless you've specifically decided (and done some work) not to.

On one of our servers we run SVN through Apache 2 AND WO apps deployed behind Apache 1.3 without any problems.

You might find it easier to install subversion (and apache2) with macports.
