Problem with App starting through JavaMonitor

I'm trying to get an 5.4.3 app running on a Leopard workstation and Monitor just won't start the application.  I get no error messages.  wotaskd is running, JavaMonitor is running, everything seems to be in place.

If I run the application from the command line, it works fine.  So I don't think it's a problem with the application itself.

Any ideas?
