Yes, turning on PB.project building in the WOLips preference pane fixed this. 

Maybe this file should be put back into the New Project Wizard until it's really not needed anymore.

Alternatively, maybe Wonder could add this to ERXApplication?

    public boolean _rapidTurnaroundActiveForAnyProject() {
        return ERXApplication.isDevelopmentModeSafe();
    }

I'll file a radar bug with Apple since it's really their issue.
