i've made a copy of my folder c:/apple/library/frameworks to c:/apple/local/library/frameworks; changed the content of the file "C:/Documents and Settings/tiny/Library/wobuild.properties" as listed at Kieran Kelleher's post.
that actions was solved my problems, Eclipse now can see WO libraries and i can build and run applications. fine! :) thanks to everybody for participation!
