.api File Format

Hello;

I was looking for some documentation on the ".api" file format and found this;

...but it has scant information about the <and>, <or> etc... qualification of the bindings. I also see David LeBer has some notes on it;

...but may it is not complete? Does anybody have any authoritative doco on this?
