Ding ding ding, bingo! Chuck takes the cake.

I changed the Apache-adaptor configuration to fetch configuration info from the host's real name (rather than "localhost"), and the adaptor magically starts to work.
However, on two of my other servers, fetching the configuration from "localhost" works fine - the only difference (I know of) between the two setups is that my old servers are using the stock adaptor - but this one is using the adaptor from Project Wonder.
I'll probably look further into this as I start deploying the new adaptor to more servers :).

Host name mismatch. wotaskd is not running on localhost. Either change JavaMonitor to use the proper name of the machine ( with reverse DNS lookup for the primary IP) or add
WOHost=localhost
to /System/Library/WebObjects/JavaApplications/wotaskd.woa/Contents/ Resources/Properties
and restart wotaskd
