Of course, now I have put together my question, it all starts to work!
I tried one last time deleting wolips.properties, recreated it and
everything fell into place...
Thanks for your previous input - not sure what the answer was, but
emailing the list seems to have worked!

I am still struggling to get Eclipse and WOLips installed properly
on a clean Leopard (10.5.6) machine. I am using an Intel Mac Mini. I
have tried using both the packaged install ("Eclipse+WOLips.zip" -
just downloaded the latest version) and using a plain Eclipse
install then the Update Manager. I have tried installing both as a
normal user and as root. I have the latest XCode and WebObjects
installs.
When I use the Eclipse+WOLips installation package, I get an error
at the end of installation - "The following install step failed: run
postupgrade script for build. Contact the software manufacturer for
assistance".
Using the WOLips Perspective, I create a new WebObjects Application.
It has 6 "Unbound classpath container" errors referring to the
various WebObjects frameworks. If I try to add the WebObjects
frameworks to the Build Path, none are found (I select the WO
Frameworks option, but the next screen is blank).
Either method of installation fails to create a wolips.properties
file. I have manually created one, but still have the same results.
The contents I am using are:

I can't find any other suggestions on the mailing lists, so have
decided I need to bother you again - I have a number of existing WO
applications that I can't make work on my new server until this is
resolved (my 10-year-old G4 Server just died!)
