In defence of FO it is designed for one thing - producing book-type
documentation - and actually works very well for that. It's also
designed to be a transformation target - you don't write FO, you write
XSL-T to transform many pages of simple markup in to FO, and when you
do that the complexity makes more sense.

However, for a magazine-type layout, a brochure, or anything that
doesn't follow the flow model it's just not going to work well.
