Whoops .. my bad. Project Local is the binary framework inside the project. Project Frameworks IS what you think it is, and it does not work for ant. It's a long story, but suffice to say at the moment that list has no idea that it doesn't work, and at some point it might work. I don't build inside eclipse, so I've never personally felt much need to make it work for my own stuff. The generalization of making that work is very complicated, and would require project frameworks to all conform to a strict output format. I think it wouldn't be too big of a deal to make it happen -- someone just has to write a bunch of ant building code, and you'd need to be able to depend on the results of a build being known names and in known folders (like "dist"). If anyone wants to take a stab at the ant files for this, by all means ....

The same is still true as has always been the case, you _must_ have compiled versions of all frameworks on your build path and they must be in the system, local, user or network path - usually this will mean in /System/Library/Frameworks or /Library/Frameworks.
