I thought it was talking about "Project Local" frameworks - but apparently it does mean what you thought.


As Mike said, even though it means what you thought, it doesn't work, never has, and it would require a bunch of extra Ant scripting to make it work. He'd be happy to accept any patches that you or someone else might write.
