I think the problem you are having is that you cannot use -cp and -jar at the same time.
If all you are trying to do is install the WO runtime on windows, just use WOInstall from wonder (attached) and do this:
java -jar WOInstall.jar 5.4.3 C:\Apple
You will then want to set the following system environment variables (In My Computer::Properties I think)
NEXT_ROOT=C:\Apple NEXT_LOCAL_ROOT=C:\Apple\Local NEXT_SYSTEM_ROOT=C:\Apple
Then install and run eclipse+wolips
