I think I may have found the issue. The NEXT_ROOT environment
variable needs to be set. Otherwise you receive the error. If I set
the NEXT_ROOT environment variable everything is cool and I can create
projects. I unset it and startup eclipse again and I get the errors
mentioned previously about the Java Tooling Initialization.
JIRA Bug WOL-889 indicated that WOLips defaulted to C:\\apple on
windows and would not pick up the value of NEXT_ROOT if it was set.
This was fixed, but did the fix change WOLips to now require the
NEXT_ROOT environment variable to be set, instead of defaulting to C:\
\apple if NEXT_ROOT is not set?
