I just tried this on leopard server, using the IP (i.e. the actual number) as both the Host and in the wotaskd Properties file, and at that point I could start the app, but I couldn't connect to it through the browser. I had to go back to localhost in both places.
Whats weird is I originally just had the IP set as the javamonitor Host without the WOHost property set, and that worked fine for awhile. But after a reboot, it suddenly stopped working.
