Every time I've had to install WOLips it never has created one
necessary file. Supposedly this has been fixed, but your error sounds
like the infamous wolips.properties file not being present. This
should be in your ~/Library/Application Support/WOLips directory (file
name of wolips.properties):

Edit with your username instead of jlittle.
