If you're using Wonder, have a look at ERXKeyValueCodingUtilities.

You could just plant a handle to this thing in your application subclass
public NSKeyValueCodingAdditions statics() {
return ERXKeyValueCodingUtilities.Statics;
}
Load it when you run the application
public void didFinishLaunching() {
ERXKeyValueCodingUtilities.registerClass(SomeClass.class);
}
and go
<wo:WOKeyValueConditional key = "mode" value =
"$application.statics.SomeClass.CONSTANT">
from any component.
