Same thing was happening to me (I just upgraded to SL on my Dev machine), and after making the suggested change below, when I start my app with DirectConnect disabled I'm getting
Forbidden
You don't have permission to access /cgi-bin/WebObjects/netBrackets.woa/-9999 on this server.
Any ideas?
