A simple WO-based RuleEditor is part of Examples/Misc/DevStudio (I have no idea if it still works, and no, I don't remember anything helpful about it). My uneducated guess is that it would be easier and faster to implement what you want in WO instead of waiting for Mike or someone else to bang it out in Obj-C.

But I have the feeling that you'll have the same problem that everyone faces with D2W: By the time you are finished with your wizard-y thing, you know enough about it to not need it anymore...
