You cannot include the webobjects runtime due to redistribution restrictions in the license, the runtime can only be redistributed as part of an app for the purposes of deployment. Even if you include the woinstaller.jar the developer is still required to run the VM on apple brand hardware (as per the terms of the developer license). You are only allowed to use WO on non apple hardware for the purposes of deployment.
