Historically, Windows has been a terrible platform for deployment. In one case, I had better throughput on my laptop then the production server had. I understand that sometimes there is no choice however I would strongly encourage you to test another platform.

The WOA is running fine.
The Oracle Forms application hit the database.
Oracle Forms hogs all the resources?
Then Tomcat grows unbounded until it runs out of memory?
If that's the case, then perhaps the WOA isn't part of the problem...
What happens if the WOA isn't running?
