Thanks everyone,
Using the tip at the debugging page to include log output in the launchdaemon plist, I then checked the error logs for womonitor on startup which revealed a permissions issue:
Don't have permission to write to Configuration Directory /Library/WebObjects/Configuration/ as this user; please change the permissions.
So I changed owner like so:
sudo chown _appserver:_appserveradm Configuration
And now it works perfectly.
