I wish - unfortunately it's the Icelandic Vehicle Registry, meaning *I* have to fix this :).

Yes, they will continue to be modified, and yes, that's how it's handled today. For example, the date a vehicle is inspected is part of the PK. Update that date, and you'll have to update about a billion FKs.
