If there no Values inside, the Monitor Links won't shown up. If the Server Name or the URL is blank than no Link will create in the Toolbar.
Doesn't that work for you?

If you check this you get one Link to a japanese WO Site + 1 Search Dialog for that site.
If you uncheck it like mostly every not japanese User, the don't get this link like Screenshot.
This has nothing to do with WO Monitor.
In your case, didn't the Bar not working like that?
If not you can provide me with some Screenshots, of Preferences + Toolbar to can see the Problem.
