IMO you need to get this sorted before continuing!
To me, this says that you've already got something running on port 1085.

Then from the machine running wotaskd, check: http://whatever_host_you_gave_for_WOHost:1085
or if you're running with a JavaMonitor password then you should probably also check:
http://whatever_host_you_gave_for_WOHost:1085/WebObjects/wotaskd.woa/wa/woconfig
