Just suggestions:
At first place I won't use WO components to generate XML. If there is no other choice, I would prefer <wo:XMLNode . This issue you got might be one of the reason that's why XMLNode element is available as part of the framework.
To generate XML, you can use a directAction that generates a WOResponse. The first thing you would like to do is to set the header content-type to text/xml so the consumer end could understand and assume it a proper xml. Another thing you can do is to have javabeans/entities annotated with @XmlElement / @XmlRootElement and use marshaller to generate required response.
