Hi Rob,
AFAIR, the current version of maven-wolifecycle-plugin doesn't support this feature. Could you please create an issue on WOProject Jira for this problem?
Anyway, there is a workaround. You could create a module with this resource file (it can be a simple java project) and include this module as a dependency of the application. Not the best solution, but it can solve your problem.
