New instances on a new host not getting any requests

Hi
Currently all our WO apps are running on the same host, we are adding
a new host to tackle some load issues. Added a new instance on the new
host but its not getting any requests unless we turn of the old
instance. JavaMonitor is running on the third host and has no problems
turning instances on/off on the new host.
All the hosts have the latest WO and the hosts running the instances
do not have JavaMonitor running. Should the request not be routed to
all available instances regardless of the host they are running on?
