Apple develop stuff with a wide variety of tools based upon available developer resources. The iTunes Store and MobileMe suck up virtually all the WO developers that Apple can find and they then turn to other technologies.
Everything that I know of within Apple that is mission critical and in-house developed is WO and from all that I have heard, it is likely to remain that way.
