PHP is the Visual Basic of the Net. A lot of people are using it because they took a course or learn about it at school. The amount of really good PHP devs is the same amount of really good Java devs. So yes, you can find low cost PHP devs for low needs, but a good PHP dev will cost the same as a WO or Java dev.
