It's rather a comprehension problem.
My first attempt was to install a monitor+wotaskd on the http server to manage the app servers: bad idea.
I did not know the mechanism of synchonisation between the wotaskds, I do not know if it is really reliable.

So, each app server has it's own siteConfig.xml (auto-magically synchronized)? It is not in a shared folder ?
