The deal is that you can create issues on GitHub, or better yet you can use pull requests to provide patches. If we can create issues in the same place as where the code is, why having a bug tracker elsewhere? Yes, Jira was useful when the code was on SVN. And right now, Jira has way too much tickets in it, and even if I asked people to check if their issues are still valid, only a couple of issues were updated to that effect.
