Definitely,
CSS all the way. You can either add your own stylesheet and override the base css in the skin framework, or you can duplicate the skin framework to create your own.
The modern look components pretty much ignore any rules that define element sizes, and if they *are* supported, those values will be overridden by the css anyway.
