Definitely.  The standard Ant build.xml script has a "war" target for building a servlet that you can run in a servlet container.  It's not something I've done for years, but there should be no template modification required to run under Tomcat.  (What made you think that would be required?)

(As an aside, I can't find a decent wiki reference for this.  I added the legacy warning to this page in 2009:
