FYI,

The SVN plugin is "pinned" to version 1.34 by default in Jenkins, which means it is part of the default installation and Jenkins will do it's best to keep it at that version.

If you update it, and restart Jenkins, it will get downgraded automatically. I think (no actual knowledge here) that something goes wrong in the upgrade/downgrade process and that is what is causing the problem. So avoid trying to update SVN if you need to use it.

I'm not going to tackle migrating several dozen legacy apps to git just for shits and giggles, so we'll be supporting SVN for some time ;-)
